PETRO-Canada has proposed a joint $500M project with TransCanada Corp to build an LNG terminal north-east of Montreal, with a projected completion date of 2009. The facility would be located 450km north-east of the city in Gros Cacouna and have capacity to receive up to 500M cubic feet of gas per day. The gas will linked to the existing grid via a new 240km pipeline and delivered to customers in central Canada and the US Northeast and Midwest. This is TransCanada¡¯s second choice for a location after a previously proposed project with ConocoPhillips was scrapped after Harpswell, Maine residents voted to reject the plan. This location in Quebec has the advantage of being near shipping destinations from production areas in Russia and the Middle East. Petro-Canada also has interests in an LNG plant in Trinidad and Tobago and is considering a similar venture in Russia. The Quebec proposal faces a lengthy approval process through local and national governments that last until 2007.
